Welcome to the forums!
First off, welcome to the MM forums.
You'll find alot of great people here willing to help you enjoy MEGOs & everything that goes with them!
As for the paint, since your painting a CTVT rotocast head, you've got to use acryllic-based paint-no two ways about it.
Oil base (enamel) will never completely dry right, will always feel tacky and it'll leave you with a mess.
Something about these vinyl heads and that paint.
A rule of thumb I go by is, whenever your painting a vinyl head, just use acrylic, or water-based, paint.
Craft shops like Michaels carries these paints. Often you'll find a great color selection so you won't have to mix the color you need.
As for which brand, my favorite is Testor. I'm real familiar with their enamel paints and like their acrylics alot. To be honest, I am not as familiar with the other brands, but others here have their favorites.
And, of course, one very important point: if you're applying your paint with a brush, invest in a really good brush.

I like to use folk art acrylics from wal-mart or michaels it's like $2 for 2 oz of paint.
once you have painted your head don't forget to seal it with a matte finish.
I like to use a gloss finish on the eyes and lips to give them a wet look but that's just me trying to get fancy...LOl

Hobby acrylics are pretty fragile, so you should seal them.... BUT.... vinyl heads are flexible, and will shrink/expand with temperature changes, so you have to be careful what sort of selant you use, otherwise it'll crack. On vinyl heads I use auto interior paint. Soaks right in, no sealant needed, more durable than the original paint.... BUT.... it produces feaky-toxic fumes, so you should use it outdoors. (Doesn't come in a lot of colours, either.)
