Customizing Pez Heads?

I've been toying with making a new figure with a Pez head I picked up today. I'm sure this has probably been covered before, but I have no idea how to make a neck plug for the head. Any pointers for me?

you can make one from whatever sculpting material you're using and sand it to fit the neck hole once it has set.

Occassionally i make a small stump out of milliput and glue on a plug from a crappy head, then when you cast the head you have a ready made Mego plug
