Hmmm...I hope not.
I know Morrison created a NEW Shining Knight for his Seven Soldiers "event". Not sure how much of that works in the "canon" DCU. But then again, the DCU ain't what it used to be.
Sir Justin proper has appeared in the Stars and S.T.R.I.P.E. comic and JSA in the last several years. As far as I know, he's still around in the DCU.

The recent Grant Morrison "Seven Soldiers" version of the Shining Knight is Sir Ystin (Justin) but it's later revealed that he is actually a she...Ystina (Justina) who is secretly in love with Sir Galahad.
But the Golden Age Shining Knight is still a guy and is still somewhere around the fringes of the DCU.
