Thanks for the nice comments everyone.
This Tong head reminds me a lot of Big Jim and is the right scale. You can see the scale comparison in the bottom picture (top left corner).

I am shrinking a big Jim head now and it started to tear in the front neck area not big deal, I won't have to shrink it very much since its pretty close in size. I did shrink a Data and Bruce Wayne from the newer 9in scale. The Jim head will be cool.Comment

Easist way I cast heads is 2 part silicone and 2 part resin from Monster Makers. Easy to mix up. You'lll need a tinty electric scale.
stick a wire in the head neck, suspend it by crossed popsicle sticks over a plastic cup. mix and pour in your silicone. When it firms remove the whole thing. Then yourcarefully slit a seam partway down the silicone to get your head out ( put the seam in the back of teh head so as not to mess up the face) stick the empty mold back in a same size plastic cupp and it should seal the cut. Then pour in the resin!!
New head. Silicone takes overnight at least Resin no time to curate.
been a while since I did this.
What I REALLY want is some casting plastic that has a little give. A little rubbery feel for popping things in and out of arm sockets etc.
