how did you shrink the 9" Green Arrow? That's perfect for the Terror!

you can shrink it in acetone, or get a cast already shrunk from Reproheads.

        does acetone shrink uniformly?

I know when I used to INCREASE the size of RTV molds, it would warp things, dunno about using it in reduction.

The jet set/jersey knit is the stuff I've always used, and JoAnn's is the best place to find it (they also carry some lightweight pleather that's thin enough to use for some Mego stuff, usually around Halloween). You just have to be sure to finish the ends off somehow to avoid the material running (a simple narrow strip of adhesive tape if it's under a boot or glove works fine).

The acetone shrinks prettywell, it blows up and then as it dries, it shrinks. I'd done a few DC Hasbro 9 inch heads with success.

yeah, that's my estimation of it too.

an old trick we learned in college for increasing something's size.

though when it blows up, sometimes it can warp the thing. We did it to make Bigfoot Tracks for a production we later scrapped. I actually learned the trick from some Discovery Channel thing on Bigfoot Hoaxes.
