Need help identifying this velvety type of fabric

I’m working on a custom that will need a collar that has a velvety or flock feeling on one side and a woven, non-flocked backing. It’s the type of fabric used on the wrist cuffs of the Mego Green Arrow. Does anyone know the name of this fabric? I haven’t found it in fabric shops, so I’ll most likely need to order it on Etsy or Amazon.
