I'm guessing most existing examples are from factory overstock rather than ones originally included in playsets.

You may be right, but surely they had overstocks on other figures

Why is the Comic Action Superman Mint in Baggie so easy to find but the Batman and Wonder Woman are not. All three, (Superman, Batman and Wonder Woman), were included in Comic Action Playsets. Infact Batman was included in two different ones. One would think all three would be equally avaliable.
