This should be an obvious thing to an adult. 911 exists for the sole purpose of sending out trained professionals to your location when a life-threatening emergency occurs.
Several parts to that sentence should be examined.
Location. Know your location. THIS is the most important part of a 911 call. If you can give a location and the call cutsoff and the 911 TC cannot get back to you, they will send SOMEBODY there just to look around at least. Sometimes, they can get your location off of the computer. Not always. Sometimes, the phone company has the wrong address attacheds to your phone number. Sometimes they have the address number wrong. Sometimes they have the wrong street. Maybe they have you listed on Reed Road and you live on Reid Street. This has happened to me. Sometimes they think you live on East Dyna and you live on West Dyna. This happens. And that's just with land lines. Cell phones are worse. If all goes well, we can get your location to about 300 feet. This is a tight location if you live in nothing but large empty fields or are reporting plance crashes. Pretty much useless for a 30 story apartment building. Unless the whole thing is burning down.
or
Have some idea what is going on. IF you want police, EMS, or fire helps narrow things down. Maybe you wanted 43 clowns in a clown car.
Life threatening is another important point. Athlete's foot is not a life-threatening condition. Neither is a cat in a tree. The neighbor with a loud dog also i s not a priority call. Get over it. They guy getting shot three streets over will get more response.
Stop cursing at the 911 TC's. These are people. They are listening and typing as fast as they can. They have a very strict protocol to follow to make sure you get the right response. Screaming and general buttheadedness will not make anything happen faster.
Thank you for your time.
