    It's most likely a sword belt or "sabre belt". I can find lots of similar looking pieces using those search terms along with "round buckle". The buckle could be lead filled, as well. Many military buckles were.

    I think the key to unlocking your mystery is, "Who is the dude on the buckle?". Determine that, and you should be able to find out everything else.

    Well...Mexico was under both Spanish and French rules at one point or another...so that dude could be either Spanish or French.

    Well, it's not any of the Mexican presidents and its two emperors...I can't find a resemblance in any of them...

    Francisco Madero is the only one that sort of looks like that person in the belt buckle.
