There was a Secret Origins comic back in probably the late 80's and it centered around 3 Bat villains. Penguin, Two Face, and Riddler I believe. These kids were trying to get interviews with them.
Each character got a short story within the book. The Penguins story was very scary. In it he captured a guy he went to school with who used to make fun of him and tortured this guy practically to death as he recounted all his painful memories of growing up with this guy.
The penguin in that story looks very much like the one you've made and its awesome.
edit: this is the comic I'm talking about but the cover art is not the same as the inside art.

Crazy and very impressive! That head is strait up creepy and the paints are really done nice. He's really fleshy and nasty looking and looks like he probably hits the sauce a little too often in the back room at Beak's Brick-a-Brak

That is the freakiest Penguin I've ever seen, but damn he looks awesome.
I can see where you got some of your inspiration from. Freaky sculpt from Batman Returns, fuzzy vest from Burgess Meredith.
