I used an iron-on for dark fabric design for mine.
The concern I would have about electrical tape is that the adhesive seems to degrade over time. Perhaps I'm wrong.
Bat's figure look really good, with the tape.
I would go with painting it on.
Since Flash's belt is yellow on red, you may need to lay down a white primer depending on the paint. This often helps the yellow stand out against the red frabric and keeps the darker red from showing through. Apply white paint in thin layers until you get a good solid white with little to no red showing through. Then apply the yellow paint until it covers the white.
I would avoid cutting the belt out of, say yellow plastic or foam. Reason: Unless the belt is cast in a mold, every angled cut will be a weak spot for a crack or tear to start.
For the Flash you could definitely get away with painting it on, since that's kinda how it's usually drawn. Barring that; you might try some craft foam.
Since the Flash's belt is basically a zigzag, couldn't you just cut it from yellow electrical tape? There might be some trim in a fabric store that would work. I've seen ric-rac used, although the design is curved and not pointy. It looked a little silly, but it's better than nothing. You could pour a little plasti-dip onto wax paper, spread it out so there's a section long enough for the belt. Once it dries, use an exacto blade to cut it into a belt. You could even paint or stencil it on with fabric paint, so it would fused, like Mego Kid Flash's emblem. I think his belt should be attached to the suit, not like a utility belt.
