Hey Yunz
Thought I'd share this as it has given good results from this technique.
I take a container (Glass jar) fill with 3/4 or 2/3 HOT water and 1/4 to 1/3peroxide (The kind you use to clean out wounds.) I mount the heads on dowels and soak them in the solution. After the heads have soaked for a while. I remove one and scrub it with a soft/med toothbush and toothpaste (Really!). The soft toothbrush does'nt remove any of the exsisting paint. This has worked great for me for removing age and grime that these vynil heads get from years of play and neglect.
Take care and Happy Holidays
