He sure looked the part with his long and slim head. Figuring out what they might's done costumewise is the hard part. It couldn't have looked too scary, that's most likely the reason Two-Face wasn't on the show. Altough there were rumors Clint Eastwood would've played that part.
They probably would've given Scarecrow raggedy clothes, but what about his mask?
Maybe he would've looked something like this?

Could also do Clint Eastwood as Two-Face. Two-Face as we know him was too gruesome for the show, but they could've pulled it off with painting half of his face red as if it was burned and have just one big scar on his cheeck in stead of completely deforming that half.
Making these "what ifs" could be cool, but what to do for the pic on the back. Would need one helluva photoshopped pic
