Riddler insert question .. real or repro

Have a question about a boxed mego Riddler figure .... the insert for the figure has no bottom and does not seem to match other figures that I have where it is kind of a cardboard with color ... this one is colored all the way around and does not have a bottom

I have heard from other collectors that Mego put out inserts with and without bottoms ... is this true ?
