Type 0 arms with type 1 legs?

Hey all,

So I recently purchased a mixed lot of figures. In there was one that had type 0 (plastic riviets) arms with a nude pelivs that had lines, and type 1 (metal rivets) legs. I figured it was just someone's kit bash but have recently seen a few others posted around. Was this a intermediate step or something else?
