At first, I thought it was based on Gabriel's Lone Ranger head, but it really does look like Big Jim, now that I've had the chance to compare them.

I suspect Big Jim is original to Mattel--most BJ characters have a similar style, which you also see in Mattel's Pulsar.

I have been in the search for this figure head for a while and didn't even know how to conduct the search without its proper ID.
