I think Red Hair Dracula's are way less frequent than perceived rare figures such as RM Robin. As for Blue Hair Franky, I've almost given up hope in this life time.

There is a blue Hair Franky out there for us somewhere! don't give up hope!

There have been three in the last five years by my watch (although one was listed twice). The last 2-3 years? I can't remember seeing one.
