can one create/edit a favorite smileys list?

I only use a handful of the emoticons. The old forum allowed you to create a favorites list so you didn't have to go hunting for the ones you like, and it loaded a bit faster since it didn't have to show you the whole list.

Any way to do this on the current software?

Probably, but it's a mod and I have other mods I need to research and install first. But I will put it on the list!
