There were so many high concept series back in the day.... most of them not very good. ("Puma Man" anyone? Anyone....?) I think part of the problem was that they'd take a cool, science fictiony idea (dude turns into animals) and slap it onto the generic wandering detective story. Manimal, The Master, Automan, Nick Knight, Knight Rider, Airwolf, the A-Team.... I think Phoenix and even Galactica 1980 are dangerously close too.... Not that it's a bad way to do a story, but they'd fall back on the standard plots PDQ. (Although I don't think there was an evil version of the A-Team.)

Manimal aside, a lot of these shows took their cues from "The Fugitive", Supernatural character is being pursued but stops in location to solve problems only his powers/abilities/special skills can.
The one that knocked it out of the park was the Incredible Hulk but Lucan, The Phoenix, Mathew Star, A-Team, Logan's Run, Other World and The Master drank from this well.

I remember liking this show, and yes that Fugitive-style formula was overused a lot in the 70s and 80s. It also allowed a lot of guest star parts in each episode.

Back then Burger king was selling 3 or 4 different manimal flicker change stickers (where you turn the image and it changes or moves). I recall there being 3 of them (all circular in shape). They would change from the actor into the animal he turned into (wasn't it both an eagle and something else). I also remember sticking them to a now prob worth money ET movie poster which I might still have here somewhere
