A FB friend of mine posted the exact same clown fish but didn't explain how it worked. Sounds like a big hit.

i had posted the link from the site that showed the full assembly in another thread. Helium filled mylar balloon, tail wagger assembly provides motive power,, rudder fins provide stability. R/C gives you directional movement control.
