    That's one part that I do like about this film, the brief shot of him looked like he was wearing 64 style fatigues, too.

    if the commander is always in his helmet now it is not really that imperative to have the same actor in the role

    The failure was picking him as Cobra Commander in the first place , but now I hate when they switch someone out in a sequel
