When I was a kid, we had a bunch of action figures that were smaller than Star Wars action figures... they wore single color jumpsuits like yellow, beige, and red. They had like no articulation except for arms at the shoulders and legs at the hips... and they had black rubber hands. Also, I seem to remember the older vintage of figures were a little smaller than the newer ones. They had small vehicles like a one-man helicopter and trucks and such. And there was a big brown playset that I believe was a mountain on the outside and their headquarters on the inside. I think they may have had some sort of rescue theme to them. Does any of this ring a bell to anyone?
