I loved the comic book back in the day and know nothing about the toy
but isn't ROM part of the ACTION MAN line in the UK?

He is! Along with the Terron from Super Joe, Palitoy had a lot of fun with the Action Man line.

I was always puzzled by his lack of an enemy in toy form.

I thought I read somewhere that ROM was supposed to be a one-off and that no other characters were planned for the line.

Still, it's odd that they didn't create a villain.

I never had the ROM toy, but I think maybe the toy's lack of articulation might've had something to do with it not being really popular.

Bad guys tend to be peg warmers, so companies usually make tons of good guys instead. Always bugged me as a kid, since you need someone for the good guys to fight. (In 12" scale KISS were usually the baddies.) I seem to recall Parker Brothers DID plan some baddies for Rom.... the Dire Wraiths, but never got around to finalizing a design. That's why they're so vague and shadowy in the first few issues of the comic. (If I recall right, the clearest shots you get in the first 5 issues or so are kinda Skrull-like.)
