Strange residue growing on Captain Action and CA Phantom outfits.

To David, and the CAW gang...Just a heads up! I pulled my Cast-A-Way figures out of storage, which were still in their clamshells inside a sealed plastic tote, and discovered a strange white splotchy residue growing on both CA and CA as the Phantom.

It was concentrated around the shoulders, waist/crotch, and around the boot tops on both figures. Whatever it is wipes right off and doesn't appear to stain the fabric, but I'm concerned nonetheless.

I don't know if it's toxic, and whether or not it will return. Dr. Eville and Redbeard do not have it, nor does my regular Phantom.
Both my CA are the original versions and not the V2 with the blue eyes, if that makes a difference.

EDIT*** I just discovered another problem. The silver paint on CA's sword and ray gun are both turning gold and sticky.

Indoors upstairs hallway closet. We have AC, so it's always cool and dry with little or no fluctuation in temperature or humidity.
These have also been in storage only a few months since I first got them.
I've had other stuff stored like this for years with no problem.
It's totally bizarre.

It is probably a mold or fungus of some kind.
I've seen it on my 12" Gi Joes before. The 12" Gi Joes with the books in the Master piece collection were doing this on the shelves in the stores and got recalled for a bit until they got the cloths treated to help prevent it. It didn't stop it even after the recall, but it helped.
There is not much you can do about in the package short of taking it out and brushing it off.
75% of my Gi Joe Hall of Fame figures did it.
My toys are kept in the basement as well and it is cool and dry.

Didn't a fuzzy material grow on MOC Kenner Star Wars figures, occasionally?

I could understand the paint reacting to the gun & sword, if the factory didn't use the right paint against the PVC plastic.
