I used the heels on a custom I gave as a gift. I have several pairs of them, that I either got in an auction lot or from the doll stand at the flea market. The stamp on the bottom says "H.K."
I think the flats were from the same place as the heels. At least, they're in the same baggie with some boots that look like they belong to Charlie's Angels or Maddie Mod. They say, "Japan" on the bottom.

well the HK stands for Hong Kong I am sure. the holes would indicate to me they went to a wire frame doll of some sort. No idea beyond that

They might be Barbie shoes from the 70's. I've got several pairs of black flats and they are almost exactly like that.
As for the pair with heels, it's possible that they're Barbies too. Before they changed the shape of her feet, I remember that she used to wear pumps like that.
