Good price for a complete original Soldier Ape... I see people asking twice that for the repros... Sure the repros are nice (and new w/packaging) but if you can get vintage for a better price it's all that much better...
Yes, I concur that he is definitely a blue tunic soldier ape. That was a great deal on him if he is all original and in great shape. Some things one just cannot judge from the picture above.
I have seen those go for upwards of $30.00 and even more before the recession kicked in.

That is Blue Soldier Ape, the seller took pic of it with the camera flash that made it look light or blur.
The most Silver Soldier Ape's tunic and gloves are flat gray color and rare has light shinny.
The Blue ones are all shinny, I've seen regular Blue Soldier Apes has about 3-4 different blue shades from older age (stored in many years) with normal temperature room during dark blue or flesh (dead minty) and fading from heat interior and the sun that cause tunic with the gloves during slight light blue.

I don't mind that has repro bando made in China. I had few of them for 3 Soldier Apes, looks great on original Mego Apes!

That is also a blue tunic you have there. Some times depending on the lighting and quality of pictures it can be misleading to some in their quest of the SSA.
Always ask to see multiple and or better pictures when in doubt.
