I'd go with the Mayfair Games Atlas as being accurate. I know when they were putting out the RPG they had to have EVERYTHING authorized by DC.

Of course, that was a few years back; and more than a few redos ago so who knows if it's STILL true?

Actually,it's been said that Metropolis is suppose to be based on Toronto. True or not is another story.

Joe Shuster did indeed model the early Metropolis after Toronto. And I believe in one early Superman story, he was said to live in Cleveland, the then-current residence of Seigel and Shuster.

Batman originally operated out of New York city until Gotham was named.
