So, about the solid box WGSH headers. Why is it, that despite only N.P.P/DC characters were in the line at that point, that Captain America and Tarzan were in the header from the beginning? We all know the story of how Ken Abrams saw the line and said "Where's Spider-Man?" so clearly the deals with Marvel and the estate of Edgar Rice Burroughs hadn't been made yet, but why are Tarzan and the Captain in the header?
