The nomenclature "First Issue" is often used to describe what we commonly call "Kresge Cards", it's just a collector term used by some.

Ah, I see.
It’s a first issue card, just not a first issue Kresge card (which would feature DC and Marvel heroes, not just Cap and Spidey).
