Gosh, thanks everyone!

The netting is cheese cloth that I saturated with acrylic paint. If you drop a glob of paint in the center of a wad of cheese cloth and squeeze it really hard you can distribute the paint pretty evenly. Wear gloves or wear it for days. I dried it on a space heater for a bit but while it's still a little bit damp you can shape the cheese cloth into things like hoods and scarves and it dries nicely stiff.
