Definitely the weakest figure of the wave. I get what they were going for, early mini comic homage, but I think not including swapped colors on the wings and rocket vest was real missed opportunity

I certainly agree and contacted Mattel customer service about it. I think many collectors would like to recreate a first-release Stratos with red wings and blue rocket pack.
