Walmart does not cut, or grind any meats at their stores. All come in pre packed but shouldn’t be frozen with some exceptions, like ribs and poultry products. What part of the country are you in Mikey? It has been freezing here in NY the last few days. It is possible it arrived at store frozen after being on a truck for too long. It is also possible the shoppers who shopped held it in a freezer unbeknownst to them before it was shipped pit to you.
It should be fine once thawed to cook, or you can keep frozen until you want you use it.

I was on a work project in that area last year. I like the area. We went to a place in downtown that is a barcade. Good food, beer and classic video games.
