Looks like someone at DC, possibly Curt Swan, but more likely his usual inker at the time Murphy Anerson redrew Superman's face on that Kirby packaging. Oddly enough, it looks like they may have left Kirby's "S" isignia alone for once!

I had no idea that version of the Toy Biz Flash figure existed at all! Master of the DC Style Guides, Jose Luis Garcia Lopez (Praised Be His Name) did do some licensing art for the show, but it wasn't used very much, since the show only lasted one season. This looks like his work.

I could make a crack about the Fat Albert watch being used to monitor people in a creepy way, but all of that just makes me sad, honestly.
