When can new users add photos?

I did search the forums for an answer before posting this, but I did not see an obvious answer relating to new user permissions.

Currently, I have no permissions which allow me to add/upload photos to posts/new threads.

Is there a probation period or a requisite number of postings before this permission is enabled?

It would be nice if one of the admins could take moment to answer this question. I still do not have site permission to upload photos.

The museum has one mod and he's ill, it may be a while longer. I have no idea how permissions work.
