17+ Picard and Data figures

Did ST:TNG suddenly become R-rated? What's with the 17+ notices on the Picard and Data figures?

I took the figures being marked that way as a joke since the majority of them are going to be bought by adults or end up in the hands of adults.

Adult toys, not for children! Doesn't sound like kids of today will be collectors of the future.

I believe someone said it had to do with the safety restrictions on toys for children vs. adults? I can't find a source for that statement now, so maybe I am pulling that from between my cheeks...
