As far as action figures, yes. Gulliver made a GL in those small army man type DC figurines, but of course they aren't articulated, and are one color.
GL got snubbed by Ideal in their Captain Action and Justice League of America figurine lines. Mego never made a GL in any of their lines, despite him being depicted on the exterior of the Hall of Justice.

That HoJ appearance has frustrated many of us.

^Me too. Even more frustrating for Mego fans was Greenberg's Guide to Super Hero Toys, which came out in late 1987/early 1988, and was one of the first books on super hero collectibles. Unfortunately, the book is full of errors and flat out WRONG information, like a listing for a Green Lantern Pocket Super Heroes figure from Mego. That blew my mind that it existed...then I learned it didn't.

^There's actually a little known Halloween costume from the early 60s of GL that predates the Ben Cooper suit, amazingly enough. The box shows Batman, Flash, Hawkman and Wonder Woman as I recall. I can't find a picture online, but I remember it being featured in Model and Toy Collector, and I think Michael Eury's JLA Companion book.

I couldn't find GL, but here's Wonder Woman, and you can see GL is on the box. Also Robin, who wasn't listed earlier. By this point in the early 60s, Ben Cooper had been making Superman costumes for years, but Dessart Bros (whoever that was) must have swooped in and got the rest of the early JLA. Look how early this is for Silver Age Hawkman. He doesn't even have wings on his helmet yet!
