I’ll be shocked and utterly amazed if Shatner isn’t getting paid directly for the plug or indirectly through royalties on his image.

But it’s absolutely advertising you can pay for. I don’t think Shatner would turn down a paycheck to endorse a fast food joint selling horse burgers if there were enough zeros on it.
