Photobucket no longer allows users to share their pictures from photobucket unless you pay their ridiculous subscription fees. Most folks I know who used photobucket have switched to other image hosting sites. Anything linked form photobucket, past or present now only gets the message you see in the OP's post.

I've been using Imgur since the Photobucket meltdown. Good luck salvaging stuff from Photobucket though. Some folks I know who used Photobucket extensively to host pics for review posts and blogs etc. are having a terrible time getting the pics transferred form PB to other hosting sites if they no longer have access to the original pictures.

Does the museum have to pay for the additional bandwith for those pics? It's a great service to offer, but I know a lot of message board sites don't allow it or limit it because it adds to expense of running the site.

I usually post to the site, but when the basic uploader acts up, I simply link the pics from Dropbox account.
Dropbox is still 2GB free, and its quite easy to add 256mb at a time through friend invites, likes on Facebook, etc.

Don't know. It used to be limited, but that changed in the upgrade years ago.
