African American Superman?

Last year while I was working at a toy store, a customer came in and mentioned that back in the 1960s there had been a black Superman action figure. If I remember correctly, he said he had one stored away in his attic. I have no idea if such a toy was ever produced. I've searched the Internet for any information on it, but there doesn't appear to be any. Could this guy have been mistaken? Perhaps he confused another character for Superman? Does anybody out there have any info on this?

If I had to guess, he has a black Joe with a Captain Action Superman suit on.
