I came up with a way to make a Mego female head fit on the Zica body and thought I'd share. If you have a Dremel it's pretty easy to do.
First draw a line where you want the head to sit on the neck post.
Second using the tool shown I put a grove along that line.
Third using the next tool I sanded down the top of the neck post so the head could fit over it and settle around the grove.
I did have to make the neck hole in the Mego head a little bigger. At this point it's trial and error to get the neck hole just big enough to fit snugly on the neck post. Once it's on it will still turn just like it would on a Mego body.
