I want to make that but this is not my figure. Basically I think the foot would need to be heated and made pliable and bent into the proper shape, and then stuck in cold water to hold the shape. Then the heels would be added with a toothpick and air dry epoxy. And cloth to cover the legs and foot. Probably more air dry epoxy on soles and painted.

I think using a different glue--say, thin epoxy--would allow you to press the fabric in between and around the fingers/hand without bleed-through.

I am in the middle of painting this batgirl. Same headsculpt under different lighting conditions. She is about 90% complete.
