Perplexed by some of FTC's Dick Grayson packaging

I keep coming across Dick Grayson figures where the twist tie around the figure's neck appears to be cut and the FTC zip-tie on the packaging is attached backwards. Can anyone explain this mystery to me?

Maybe they opened them to reposition or replace a defective piece?

One of the reasons I don't like the clamshell packaging is that it opens up the possibility for tampering.

It's no Bermuda triangle, it was a factory deal.

It seems like if there was any issue that needed to be addressed with these figures it was the "bobblehead," but that was not resolved because I received one of these figures and the head is loose.
