I need opinions

I'm working on a Red Arrow figure and I can't decide how to do his armband.I was thinking about having it painted on or make it out of vinyl and glueing it on.I also thought about useing vinyl tape and putting on the arms that way.When I have the outfit made,I don't want to have a sleeve with it on like in the pattern section for the green arrow outfit.I'm useing a Doc Mego Swivel Bicep figure for the body,if that helps any.Below is a picture of what I'm referring to about the armband.Thanks and any opinion of how I should make it would be greatly appreciated.

It would be cool to have made out of vinyl or another material rather than painted, IMO. Maybe glue it to the arm beneath the swivel to avoid hindering the movement.

If I were doing that I'd probably use vinyl tape. I use vinyl tape for a LOT of things.
