Anyone ever see the WalMart Masterpiece Starscream (Transformer)?

I looked high and low for this thing, and it never showed up locally - heard they've since even gone on clearance in some locations - can anyone assist?

I've only seen them one time and there were three in stock but I passed because they all had horrible paint applications.

No wonder I couldn't find them! I'd heard they were a Target exclusive. I'm wanting one of them as well if the price is right.
