Who or what is this 80's character?

Wife picked up this Snorks lot recently but we can't figure out or find out who the red guy is with the Yellow horn for a nose. Please HELP Mego Museum peeps!

    Does it have any markings?
You are a bold and courageous person, afraid of nothing. High on a hill top near your home, there stands a dilapidated old mansion. Some say the place is haunted, but you don't believe in such myths. One dark and stormy night, a light appears in the topmost window in the tower of the old house. You decide to investigate... and you never return...

Could it be some side character from The Wuzzles or Gummi Bears? They were both Disney shows, and they came out at the end of the Smurf/small PVC critter craze.

I have one of those! My teen sister got it in a fast food kid's meal,....maybe back in the late 80's or early 90's. I also distinctly remember that we didn't what is was when it was new, so at the time, we assumed it was a pre-school age toy. I thought it was cute in an ugly sort of way and it has been mine ever since.

Thought it might be from Disney's Hercules but it's not.

Apparently, the character is called Toots, from a 1993-1994 Disney show called Bonkers.
The figure is from a Burger King promotional tie-in.

NOW I remember that show. Or at least Bonkers himself (the cop character in the middle). You also solved a mystery that's puzzled me for years: where'd that yellow dog on the left come from? My son got it in a lot of toys at a yard sale years ago, and I had no clue who he was, or what he was from.
