Identification and price help on two figures?

One the the figures I have here I know to be a C B McHaul Bad Leroy, I am looking to part with him but I have no clue what to offer him for and I checked eBay and apparently he is not on there much so I thought I would check here, also I have a funny little diecast metal figure, he seems to have no production markings and I am wondering if anyone has any info on him, so thanks for any helpful hints
