They are a rack toy - they were sold like plastic army men in clear bags with folded cardboard toppers. They were mostly marketed as dinosaurs, though a number of them were clearly cryptozooalogical.
Those have been around for a long time, and they still show up in toy stores now and then. A couple of points:
-a lot of them are "inspired" by Ultraman monsters. There's two of them in that pic: one that's close to Neronga, one that's not as close to Gabora
-A lot of the monsters from this set were used as playing pieces by the original designers of the Dungeons and Dragon's game, and became official monsters once the game was published. (So from this pic, the Gabora lookin' one became the D&D Bulette.)
