Depends on how you define best....personal preference, objective measures such as record sales, awards, etc.
I personally like H&O if I look over their entire library compared to S&G but my favorite song of the two goes to S&G. I might be wrong but I think H&O are commercially more successful in terms of more songs on Billboard charts, record sales, etc. Part of that might be due to different eras plus S&G's on and off relationship.
Like others have said it seems like an apples to oranges comparison.

Problem is can anyone think of another duo big enough to go against H&O or S&G ?
That's why I put them together
They are pop/rock's biggest duos
Even the Everly's don't come close to either

Tall blonde dudes paired with short dark haired guys, it's a small category...but S&G wins simply on the basis of the short one being married to Carrie Fisher.

To me Paul Simon is a genius - Hall & Oats were great pop dudes in their era.

I like Hall & Oates better overall. But I do like S&G's Scarborough Far/Canticle. I even sang it in Jr. Hi choir.

Roland Orzabal and Curt Smith.
While Tears for Fears are not technically a duo per say...Roland Orzabal and Curt Smith are Tears for Fears...the rest of the band are pretty much just musicians for hire.
I love Tears for Fears...probably my favorite 80s new wave band.

What about the Nelson Twins ( I am so kidding)
Musically and lyrically S&G but for fun and poppy it has to be H&O... What about the Carpenters getting thrown into the mix? Those two siblings were incredible...
Too bad Tom Wopat and John Schieder didn't do a duo thing instead of the solo attempts (start with a joke, end with a joke, that's good comedy)

And I ask this seriously.. Did John Oates ever do vocals? Both he and Richard Carpenter were pretty much the music men of the duos.
I like each of the duos mentioned. Maybe not the Thompson Twins, though:grin:

Richard Carpenter was pretty wild on the piano. I don't remember seeing another musician who had 7 or 8 pianos/keyboard/organs around them at once going from one to another. I guess one keyboard today can duplicate all of the sounds in one.

My daughter is really into music and whenever I play "You Make My Dreams" I always ask her how she would like do John Oates vocals....basically just singing "0oooh, oooh" in the background the entire time.

Hall & Oates. They still tour and sound great. Seen them 5 times. Love Simon & Garfunkel seen them live as well and they were great. Their short tenure as a duo and constant compatibility issues remove them from the argument IMO. H&O have a much larger catalogue of music and were far more of a force when they were on top than S&G were when they were popular.
S&G had 3 #1's and 7 total top 10's. H&O had 8 #1's alone, arguably at a time when there were far more bands in the mix. Think about how many of VH1's "One hit Wonders" came from the time frame that H&O were at their peak. It was a flood of bands trying to make a name on the growing pop scene.
I saw S&G on their last tour and sat in seats that were $125.00 each. I got them for free so I went, but would never have paid that to see them. It was a total let's make some money tour. That turned me off. They were great BTW. Expensive but great.
I've seen a bunch of acts that sound nothing like their albums, live. These duos can both sing and put on a fantastic live shows.

S&G without a doubt. Hall and Oats was pure bubble gum music.

Apples and oranges. The music was worlds apart stylistically speaking as was the singing approach. S&G harmonized more than H&O did. H&O may have been on the same songs all the time, but not necessarily singing in two part harmony. S&G worked more towards a vocal quality out of the two part harmony. Whereas Darryl Hall was more the front man, while Oates supplied back harmonies. Not in all cases, but in most.
