What the... Secret Wars? ID please

I found this figure at a flea market months back, and I recognized its format as an old marvel secret wars, but I have never seen this character before and I really don't recall him from the toy line. On top of that, I can't find him anywhere on the web. let me know if you have an idea.
I've just been calling him the Dotsman.

I'm guessing he's a Secret Wars knock-off, but beyond that, I couldn't guess.

That's one of the four released Marchon "Action Heroes." Bootleg Secret Wars figures that came out here in the US. They all came with motorcycles and the company also put out a repackaged Doom Roller.

No problem. I am a bit of a Secret Wars expert. :)

Had 7 of the 8 Gulliver Future Warriors knockoffs MOC (and a vehicle MOC), had 5 of the 6 Gulliver wide-card Secret Wars MOC, plus a full US set MOC with mostly clear bubbles including the 3 Euro figures. It's all gone now (Super Powers took over), but I still have the pics.
