Can you dye rooted hair?

CTVT rooted hair---what's the best way to change it's color?

From reading other members' suggestions and experimenting with changing the color of hair myself, the only semi-effective method that seems to work is using a Sharpie marker and "hand coloring" the hair. I've tried dying the hair with RIT dye, but it washes out as soon as it's rinsed. Honestly, I wasn't displeased with the Sharpie results, though.

I thought coloring synthetic hair was impossible. Havent tried a Sharpie.
